County Highway 28 (110th Street) from Trunk Highway 95 (Manning Avenue) to ~1300' east of Trunk Highway 95 in Denmark Township

Project Background
Washington County is proposing improvements to County Highway 28 (Old County Road 78/110th Street) at the State Highway 95 (Manning Avenue S) intersection. State Highway 95 was lowered in 2019, which was intended to improve intersection operations along the State Highway for the length of the State’s project. Due to the lowering of the intersection of State Highway 95 and County Highway 28, the County Highway 28 leg of the intersection was significantly steepened, resulting in undesirable grades for motorists approaching the intersection from the east. This project serves to address these concerns.
The proposed improvements include lowering County Highway 28 which will improve visibility of the Highway 95 intersection and improve stopping conditions during periods of inclement winter weather. Additionally, Washington County plans to add paved shoulders within the project area, which serves to improve the experience for motorists and non-motorists alike.
