Washington County processes all liquor licenses for townships within the county. The county is required by the state to review the applicant’s insurance, and complete compliance/verification checks by the Sheriff's Office, Attorney's Office, and Department of Public Health and Environment. The applicant’s license fees pay for the administrative cost of the county for administration, compliance, and verification checks. Contact: Steve Gransee, Taxpayer Services ? Election Division Manager, 651-430-8272 Viking Automatic Sprinkler Company will monitor county buildings for fire alarms Viking Automatic Sprinkler Company will monitor Washington County buildings for fire alarms, after the County Board approved a contract with the company March 12. Fire alarm monitoring is required by the state building code. Washington County has 16 properties that require fire alarm monitoring 24/7 throughout the year. When an alarm is detected, the fire alarm monitoring contractor alerts the local fire department and the county’s Public Works staff. In addition to fire alarm monitoring, the company does burglar alarm monitoring. The contract is for $7,125 for the year. Contact: Greg Wood, Building Services Director, 651-430-6225 North Pine Aggregate will construct CSAH 13, CSAH 22 intersection roundabout North Pine Aggregate will build a roundabout at the County State Aid Highway (CSAH 13) and CSAH 22 intersection in Cottage Grove, after the Washington County Board of Commissioners approved a $3.4 million contract with the company March 12. The project at the intersection also known as Hinton Avenue and 70th Street will replace the existing all-way stop control with a roundabout. The roundabout will be constructed to accommodate two lanes of traffic in each direction in the event that 70th Street, or CSAH 22, is widened to four lanes in the future. Additional work includes revising the access for Pine Arbor Lane at 70th Street, and placing curb and gutter and completing trail connections through the intersection. In addition, the County Board approved cooperative agreements with the City of Cottage Grove regarding project cost participation and sets out the long-term maintenance responsibilities for the roadway. The city will maintain municipal utilities and infrastructure on city roads in the area, and provide lighting and landscaping within the roundabout. The intersection accommodates just more than 15,000 vehicles each day; that number is expected to grow to more than 18,000 each day in 2040. Just more than 70 percent of the cost of the project will be paid for by the county’s highway state aid; the City of Cottage Grove will pay for the remainder of the cost. Construction is expected to be done from early May to September. Contact: Allan Brandt, Engineer II, 651-430-4348 Alcon Excavating, Inc., will replace culvert on Stagecoach Trail Alcon Excavating, Inc., will replace the culvert on Stagecoach Trail, or County State Aid Highway 21, after the Washington County Board of Commissioners approved a $260,427 contract with the company March 12. The project is at the road’s crossing of Valley Creek just north of 15th Street in the City of Afton, and will replace a nearly century-old 5-foot by 10-foot box culvert constructed in 1924 with a 5-foot by 12-foot box culvert. The culvert is designed to be sufficient in a 25-year flood. The project will also realign Valley Creek as it enters the new culvert to eliminate scouring and erosion. The existing guardrail will be replaced and the shoulders over the culvert will be widened to improve safety near and over the culvert. The project will be paid for with county funds. Work is expected to start after the community’s Fourth of July celebration, and end at the beginning of August. Contact: Allan Brandt, Engineer II, 651-430-4348 Asphalt Surface Technologies will do crack sealing across county this summer The Washington County Board of Commissioners approved a $199,650 contract with Asphalt Surface Technologies March 12, to do road crack sealing this spring. Crack sealing is a maintenance process that seals cracks on roads. This reduces the amount of water that can infiltrate the cement and road base, which reduces freeze-thaw damage. Reducing the freeze-thaw damage helps to slow down road degradation. Prolonging the life of the road helps to preserve the financial investment in the road and extends the amount of time before reconstruction is needed. Crack sealing is done annually on various roadways, county park roads, and parking lots throughout the county. This year, Baytown Township will also have crack sealing done as part of the county's project, and the County Board approved an agreement with the township in which the town reimburses the county for all costs related to crack sealing on township roads, as well as some of the administrative costs. Baytown was the only township that asked to participate this year. This year’s projects will include various county highways, the boat launch parking lot at St. Croix Bluffs Regional Park, a parking lot at the Government Center in Stillwater, and three Baytown Township roads. County roadways planned for seal crack projects are: * County State Aid Highway (CSAH) 8 westbound from the county line to 500 feet east of Victor Hugo; * CSAH 8 eastbound from the county line to Highway 61; * CSAH 12 from CSAH 15 to CSAH 5; * County Road 59 from CSAH 7 to Highway 95; * CSAH 38 from CSAH 22 to 20th Street; * CSAH 4 from 500 feet east of Ingersoll Avenue to CSAH 15; * CSAH 7 from the county line to CSAH 15; * County Road 4A from the county line to Highway 61; and * CSAH 19 from 1,000 feet north of Highway 61 to 500 feet south of Indian Boulevard. The work will be paid for with $177,925 from the county’s wheelage tax proceeds8; $30,800 from Baytown Township; $2,900 from the county parks general operating fund; and $2,000 from the county’s capital repair fund. Work is expected to be done in late April and early May, over the course of three or four weeks.
