Washington County accepts driver’s license and identification card applications at the Stillwater License Center, Forest Lake License Center and Woodbury License Center.

Do you have a standard driver’s license or ID card?  If you want to board a domestic flight or enter a federal facility that requires identification beginning October 1, 2020, consider applying for a Real ID now!

Testing

Written tests are administered by the State of Minnesota, Driver & Vehicle Services Examiners at Valley Ridge Mall in Stillwater. The examiner is on site Wednesdays only from 8:00 a.m. to 11:00 a.m. and 12:30 p.m. to 3:30 p.m.

Road tests are given by appointment only. Please call 651-284-1234 and request the Stillwater location or schedule online. The Woodbury and Forest Lake License Centers do not administer tests.

 For New Residents to Minnesota

To drive legally in Minnesota, you have 60 days after becoming a Minnesota resident in which to apply for your Minnesota driver’s license or permit. (Commercial drivers have 30 days.)

You will need to take a test

      
  • If you have a valid driver’s license from another U.S. state, the District of Columbia, Puerto Rico, American Samoa, Virgin Islands, Guam, Marshall Islands, Micronesia, Northern Mariana or Canada you must pass a knowledge test about Minnesota driving laws and regulations.
  • If your license has been expired for more than one year, you must pass a skills (driving) test.
  • If you have moved to Minnesota from a country other than the ones listed above, you must pass both the knowledge test and the skills test

Fees

All fees vary depending transaction. View current fee information (MN DVS-DPS)

Acceptable Forms of Payment
Acceptable forms of payment are Cash, Check, Visa, MasterCard, Discover and American Express. A 2.49% service fee is added to the transaction amount if you choose to use your credit card or debit card. 

Voter Registration
You may register to vote at the time of application for a driver's license or identification card, by obtaining a voter registration application at any county office or online.
