Residential Waste Data Hauler Reporting

Waste and recycling haulers serving residents in Washington County need to submit monthly residential recycling and trash data on a quarterly basis to the Washington County Department of Public Health and Environment.

Haulers need to collect data in a manner to meet the definitions and requirements described in the new reporting format.

The county will collect only data pertaining to a municipality's Washington County Municipal Recycling Grant reporting requirement; haulers may be required to continue to submit additional information to municipalities via existing recycling/waste contracts, licensing requirements, or ordinances. Check with each municipality.
Residential recycling and trash data must be submitted electronically using an online reporting tool available here https://connect.re-trac.com/login.

A user account has been established for each hauler. If you have forgotten your account login, contact the department at 651-430-6655.

A user guide for the reporting tool is available.

Background

The county partnered with the City of Oakdale in 2014 on a study project to improve the collection and reporting of residential recycling data. The county contracted with Olsen Thielen (OT) to conduct an independent review of the procedures and methods haulers follow to complete the annual recycling reports submitted to the city. Based on input from a sample of haulers, city staff, and the consultant’s findings, the county developed the one simple, consistent, short hauler form in place of submitting individual recycling tonnage forms to each municipality a hauler provides service to in the county.
