Manning Ave Corridor
The Manning Avenue (County Highway 15) Corridor Management and Safety Improvement Project will improve operations and safety along the County Highway 15 corridor by evaluating intersection realignment options and capacity needs to accommodate current and future traffic levels. The project will include identifying the location and timing of planned development and other programmed transportation improvements in the vicinity of County Highway 15 to inform the process.
The Improvement Project will be divided into phases over the course of several years; with Phase 1 construction being completed in 2016 and Phase 2 construction beginning in spring of 2018.
The first phase of the Manning Avenue (County Highway 15) Corridor Management and Safety Improvement Project included installing a new traffic signal and making geometric improvements at the intersection of 10th Street North (County Highway 10) and Manning Avenue (County Highway 15).
These improvements were constructed in 2016 in line with the ultimate vision for the Manning Avenue corridor to minimize any reconstruction at this location as future phases are implemented.
The second phase of the Manning Avenue (County Highway 15) Corridor Management and Safety Improvement Project included a realignment of County Highway 14 (old TH 5) and Manning Avenue near the County Fairgrounds.
These improvements were constructed from 2018 - 2020.
The third phase of the Manning Avenue (County Highway 15) Corridor Management and Safety Improvement project will include the addition of center left turn lanes at key locations, pavement rehabilitation, and stormwater treatment improvements.
Manning Avenue (County Highway 15) is an important arterial roadway that runs north-south along the borders of West Lakeland Township, Baytown Township, and the City of Lake Elmo. The roadway not only serves as a primary connection to the regional transportation system, but it also facilitates access to a multitude of businesses, commercial enterprises, schools, churches, and residential properties/neighborhoods.
Manning Avenue is mostly a two-lane rural roadway that carries a significant amount of traffic and has an Average Daily Traffic (ADT) ranging between 10,500 ADT near the Lake Elmo Airport to 13,600 ADT near I-94. The existing corridor is lined with several uncontrolled intersections, although, there is a four-way stop at County Highway 10 and a signalized intersection at County Highway 14 (old TH 5).
Development is expected to continue in the vicinity of Manning Avenue, which will result in additional pressure on the existing transportation system. Therefore, it will be important to determine short-term and long-term transportation goals in the area. These goals will be aimed at improving safety, capacity, and mobility; while preserving the rural character.
