District 4 includes:

    Process for filling vacancy in District 4
    The Washington County Board of Commissioners is starting the process next week to fill the commissioner District 4 seat which will be vacated by the resignation of Commissioner Karla Bigham.

    Bigham was elected to a state Senate District 54 seat in a special election Feb. 12. Her term on the County Board would have concluded Dec. 31.

    The County Board will use the following process to fill the seat until a new commissioner can be elected in November:

    • Feb. 20: the County Board will set a public hearing to consider an appointment to fill the vacancy, and the board will request that individuals who reside in the district who are interested in being considered for the appointment to fill the District 4 vacancy send a letter of interest to the Office of Administration by March 7. At the same time, as required by state law, the county Office of Administration will mail a notice on behalf of the County Board to local officials, including town board members in Grey Cloud Island and Denmark Townships and to the city council members in Cottage Grove, Newport, St. Paul Park, Hastings, and Woodbury notifying them of the vacancy;
    • Feb. 28: a notice of the public hearing will be printed in the county’s official newspaper;
    • March 13: the County Board will conduct a workshop to consider the applicants and determine who will be interviewed by the County Board during a March 20 public hearing;
    • March 20: the County Board will conduct the public hearing to consider the appointment to fill the vacancy in Commissioner District 4. If, after the public hearing, the board is unable or decides not to make an appointment, a special election must be conducted. 

    A new District 4 commissioner will be elected during the November General Election. The individual elected at the general election to the commissioner District 4 seat will be eligible to take office immediately.
