New FEMA Washington County flood plain maps are available for viewing and printing from the FEMA web page.


The Land Management Unit provides long-range planning, current planning assistance and ordinance development for the County as well as administration of the Washington County Development Code for the unincorporated townships in Washington County. Land Management staff provide technical assistance to the Washington County Planning Advisory Commission, Board of Adjustments and Appeals and Plat Commission.

Townships under the jurisdiction of the County include:

  • Baytown
  • Denmark
  • Grey Cloud Island
  • May
  • Stillwater Township
  • West Lakeland
Cities in Washington County have their own comprehensive plans, zoning maps, and flood zone ordinances. Please refer to the phone number list of Washington County cities.

Certificates of Compliance are required for all building within shoreland areas and for the construction of accessory buildings. Grading permits are necessary for land alteration and grading of fifty (50) cubic yards or more and/or the disturbance of land areas of 1,000 square feet or more.

Applications for variances to the Washington County Development Code, Lower St. Croix River Bluffland and Shoreland Management Regulations, Shoreland Management Regulations and Floodplain Regulations and applications for Mining Permits, Subdivisions and Conditional Use Permits, Certificates of Compliance and Grading Permits can be obtained at the Survey and Land Management Division, 14949 62nd Street North, Room 350, P.O. Box 6, Stillwater, MN 55082-0006.
