Notary Commission Registration
To become a Notary Public, you must obtain a Notary Commission Card from the Minnnesota Secretary of State's Office. There is more information on the notary public function and an online application available on the Internet at:

Once you receive your notary commission card, you must register your card in your county of residence.
Notary commission cards shall be registered at the Forest Lake, Stillwater and Woodbury License Centers, at the Service Centers in Cottage Grove and Forest Lake, and at Taxpayer Services which is on the first floor of the Washington County Government Center in Stillwater for Washington County residents only and for those who have made application as a bordering Wisconsin county resident with a Washington County designation.
You must bring in your commission card and a picture identification as your signature will be required at the time of registering. The fee for registration is $20, payable by cash or check payable to Washington County.
Registration may also be completed through the mail.
You must send in your notary commission card along with a 3 x 5 piece of paper or recipe card that you have signed two times. Once, exactly as your name appears on your notary commission card and the second time signing as you will be signing in the capacity of a Notary Public. Your signature must also be notarized by a valid Notary Public, which should include the date the signature is notarized. A money order or check made payable to Washington County in the amount of $20 should be sent to the Stillwater License Center, 1520 W. Frontage Road, Stillwater, MN 55082. Enclosing a Self Addressed Stamped Envelope will expedite the process.
Your commission card will be returned with a receipt in the envelope provided or to the name and address on the commission card.
