Food Service Establishment License Information


How do I get a license for a restaurant in Washington County?


Call the department's main phone number at 651-430-6655. Indicate the community the establishment is or will be located in, and you will be transferred to the inspector assigned to that community.

Existing Establishments


If purchasing an EXISTING food service establishment, a compliance inspection must be conducted prior to the closing date of the sale. Food service establishment licenses are not transferable to person or place. A new license must be obtained before you begin operation of the restaurant.

New Establishments


If opening a NEW food service establishment, submit a complete set of plans 30 days before construction begins. Click here for the Construction Guide (PDF). The plans must include:


Blueprints of the establishment, including an equipment layout with equipment identification.
Equipment specifications.
Proposed menu.
Room and area finish schedule for walls, floors, and ceilings.
One set of elevations and shop drawings for all custom equipment and cabinets.
A completed Plan Review Application (PDF) with the required fee. Please see the fee schedule in License Definitions & Fee Categories (PDF).


Grocery Stores, Convenience Stores, Bakeries, Meat Processing and Candy Making


Washington County does not regulate grocery stores, convenience stores, bakeries, meat processors and candy manufacturers.  Contact the Minnesota Department of Agriculture at 651-201-6000 for further information on these types of businesses.

 
Do I need a license to sell or give away food at a special event?


Most likely, yes. An individual, group or company cannot sell or give away food in Washington County without first obtaining a license. For a special event, apply for a

Special Event Food Stand License (PDF) by contacting the department at 651-430-6655. Please see the fee schedule in License Definitions & Fee Categories (PDF). A late fee of $10 must be paid if the license application is received less than 14 calendar days but more than 2 calendar days before the event, or a $30 late fee must be paid if the application is received 2 calendar days or less before the event.
