Licensing of Residential Programs:
Licenses and requirements for the types of residential programs outlined above are issued by the MN Department of Health or the MN Department of Human Services.Licenses are issued in accordance with MN laws, statutes, and rules. For programs licensed by the MN Department of Human Services (Family Foster Care and Corporate Foster Care), please refer to the Human Services Licensing Act.

Municipality Notification & Zoning:
The majority of the residential programs outlined above do not require the involvement of the local municipality, as the zoning of the site remains residential .

Fair Housing Act:
All citizens are entitled to live in the community of their choice, as out lined in Title VIII of the Civil Rights Act of 1968 (Fair Housing Act). This law prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status, and handicap.

The individuals served in residential programs are protected by HIPPA and MN Data Practices Law. Confientiality must be maintainedby the County and the provider, not allowing either party to discuss any individual’s specific disability, history, or plan of care with others, including neighbors.
