Family Homelessness Prevention and Assistance Program (FHPAP)

The 1993 Minnesota Legislature established the Family Homelessness Prevention and Assistance Program (FHPAP) to assist families with children, youth/unaccompanied youth, and single adults who are homeless or are at imminent risk of homelessness. Funds are used for a broad range of activities aimed at homelessness prevention, minimizing episodes of homelessness, and eliminating repeat episodes of homelessness. Washington County's FHPAP funds have been awarded to the following agencies:

  • East Metro Women's Council the Home Again program, which provides rent assistance and case management for families to help them secure permanent housing. 
  • Family Means for youth financial literacy training provided free of charge to Washington County youth. 
  • Salvation Army to provide financial assistance such as utility payment assistance, clothing or food assistance, transportation assistance, etc.

FHPAP services can be requested by citizens from all cities and townships in Washington County including:  Afton, Bayport, Baytown Township, Birchwood, Cottage Grove, Dellwood, Denmark Township, Forest Lake, Grant, Grey Cloud Island Township, Hastings (part in Washington County), Hugo, Lake Elmo, Lake St. Croix Beach, Lakeland, Lakeland Shores, Landfall, Mahtomedi, Marine on the St. Croix, May Township, Newport, Oak Park Heights, Oakdale, Pine Springs, St. Mary's Point, St. Paul Park, Scandia, Stillwater, Stillwater Township, West Lakeland Township, White Bear Lake (part in Washington County), Willernie and Woodbury
