District 1 includes:  Birchwood, Dellwood, Forest Lake, Grant, Hugo,
Mahtomedi, Marine-on-St. Croix, Pine Springs, Scandia, White Bear Lake, and Willernie.

Commissioner Dennis Hegberg was first elected to serve the citizens of District 1 in a special election in November 1989 to fill a vacant seat in that district.  He was re-elected in 1992, 1996, 2000, 2002, 2004, and 2008.  He is particularly interested in financial and tax issues and the future of countywide growth, including its impact on the environment and transportation. Commissioner Hegberg has a background in real estate financing and banking and is a resident of Forest Lake.
