County Road 19 (Keats Avenue South) is near a north-south minor arterial road serving Lake Elmo, Cottage Grove, and Woodbury. County Road 19 from Highway 61 to County Road 18 (Bailey Road) is predominately a two-lane undivided roadway through a mix of agricultural, residential, commercial, and civic land uses. Approximately 1/2 mile of the corridor north of Highway 61 is four-lane.

County Road 22 (70th Street South) is an east-west minor arterial road serving St. Paul Park and Cottage Grove. The road is a two-lane undivided roadway through mainly residential land uses.

County Road 20 (Military Road/70th Street South) is an east-west minor arterial road serving Bayport, Woodbury, Cottage Grove, and Denmark Township. Military Road is a two-lane undivided roadway through a mix of agricultural, residential, and commercial land uses.

These roadways supplement principal arterials in the region - such as Interstate 94, Interstate 94, and Highway 61 - by providing a local connection between communities as well as comercial and retail property.

Project Information
The southern portion of Washington County - Cottage Grove and Denmark Township - lacks an east-west corridor on the county highway network.  This project provides the opportunity to create that east-west corridor while addressing existing deficiencies.

County Road 22 and County Road 20 intersect County Road 19 within 800 feet of each other.  The close proximity of intersections creates safety and mobility issues.  This project will consolidate these two intersections by removing the full-access intersection of County Road 20 and County Road 19.  County Road 22 will be extended east of County Road 19 and connect with County Road 20 near old Cottage Grove.

There will be a remnant stretch of County Road 20 east of County Road 19 to the location of the newly aligned County Road 22.  Washington County and the City of Cottage Grove will study how to provide access to the properties on this stretch of road - it will be maintained.

This project also provides a unique opportunity for separate units of government to consolidate efforts to maximize efficient and effective use of resources.  South Washington Watershed District (SWWD) has identified a regional drainage need in the area of the new alignment. The Central Draw Overflow Project will install a pipe to provide regional drainage.
